About the rules
I only sell in the Netherlands. Do I need this?
Below 50,000 kg of packaging per year and no single-use plastic packaging? Then you do not need to register with Verpact and you pay no waste management contribution. You must still be able to prove you are below it, with the weight and materials of your packaging. Packquota keeps track of that for you.
What is an authorised representative and when do I need one?
A company in your customer's country that takes over your packaging obligations there: declaration, payment and contact with the body. Under the PPWR (article 45) you appoint one in every EU country where you place packaging on the market without being established there. Germany has required this since 12 August 2026 without exception (Bevollmächtigter, contract in German). Belgium requires it too, unless you sell exclusively through a platform that pays the contribution on your behalf. Netherlands: only if you are above 50,000 kg and therefore have to register with Verpact.
Does the German Verpackungsgesetz still apply?
No. On 12 August 2026 the VerpackG was replaced by the Verpackungsrecht-Durchführungsgesetz (VerpackDG), which implements the PPWR in Germany. The obligations have largely stayed the same (registration in LUCID, dual system, reports), the section numbers have changed and the authorised representative has become mandatory.
I only ship a few hundred parcels a year to Belgium. Do I already have to declare?
Yes. According to Fost Plus the 300 kg threshold was abolished on 12 August 2026; obligations apply from the first kilo. Below 10 tonnes a simplified report applies, and the minimum contribution is €100 per year. EPRiBEL is not imposing sanctions on micro-enterprises for now, as long as the EU rules for small businesses are not yet settled.
What are the deadlines?
Belgium: Fost Plus declaration before 28 February for the previous year. Netherlands: Verpact declaration before 1 April. Germany: annual report in LUCID and to your dual system by 1 June (often 15 May by contract), Vollständigkeitserklärung before 15 May above the thresholds, planned-quantity report before 31 December. Packquota reminds you 30, 14 and 3 days in advance.
Are the rules still changing?
Yes. The EU is expected to decide at the end of 2026 on relaxing the representative requirement for small EU companies. The Netherlands is changing the declaration form and dropping the threshold in 2027 or 2028. Germany switches the beverage carton code from 2027. We follow this and update the check, the texts and the exports every January, and in between when needed.
About Packquota
Does Packquota file the declaration for me?
No, and it is not allowed. Verpact requires a digital signature by the company itself, LUCID only admits the producer or his Bevollmächtigter, and Fost Plus works with mandates or an authorised representative. We prepare everything per country: the kilos per category, the file in the portal's format and a checklist. You, or your representative, submit.
Which files does Packquota deliver?
For the Netherlands the Verpact declaration matrix as Excel (packaging type × material type), to copy into PackTool/VerpactPortal. For Belgium an Excel in the MyFost import format, one row per material line. For Germany an XML file for the upload in LUCID plus an Excel for your dual system. Always with a checklist and with sources.
Which shops and systems does it work with?
We start with Odoo and with CSV/Excel import, so every shop can join. Then come Sendcloud and MyParcel (shipment data with country and box, whatever your shop system), Shopify, WooCommerce, bol and Picqer. Join the waitlist and tell us your system; that sets our order.
How does Packquota know what my box weighs?
You create packaging sets: a box, a piece of tape, an amount of filling material, with weight per material. You weigh it once or take your supplier's specification. Every shipment then counts automatically. Estimating is not allowed (Germany explicitly forbids it), so we record the evidence.
What does it cost and when do I pay?
€99 per month for one country, €199 for two and €299 for three, excluding VAT. Yearly you pay ten months. Reserving is free; you only pay once your account is ready. For comparison: an authorised representative easily costs €100 to €400 per country per year on top of the licence fees.
Is the check legal advice?
No. The check gives a first impression based on the official information of the bodies per country, as it applied on 7 November 2026. In doubt about your situation? Check the source we name per country, or contact us.
What data does Packquota store?
Only what is needed for the kilos: date, destination country, product or box and quantity. No names or addresses of your customers. Our privacy statement is at /privacy.
