What changes when you ship abroad
The EU Packaging Regulation (PPWR) has applied in all EU countries since 12 August 2026. If you sell parcels directly to customers in another EU country, you are responsible for the packaging there yourself. That means you must register in each country, file declarations and have a representative there. Below is what applies per country.
Germany
- Do you sell packaged products in Germany? Then you must be registered in the LUCID packaging register.
- Shipping boxes, envelopes, tape and filling material must always be registered with a collection system (duales System), without exception.
- No establishment in Germany? Since 12 August 2026 you need an authorised representative in Germany, with a contract in German.
Belgium
- Do you place packaged products for households on the Belgian market? Then you must report every year which packaging and how many kilos.
- Most companies do this through Fost Plus. The declaration must be in before 28 February, covering the previous year.
- Late? That costs 1% of your contribution per month. The minimum contribution is €100 per year.
Netherlands
- Do you place more than 50,000 kg of packaging on the market per year? Then you pay the waste management contribution to Verpact, report your kilos every year and submit a report before 1 August.
- Below that? Then you are exempt from the contribution, except for single-use plastic packaging.
- In all cases you must be able to prove the weight and materials of your packaging.
What you must register per country
Every piece of packaging counts, including the shipping box and the filling material. In each country you report the kilos per material. The categories differ per country, so Packquota converts your kilos into the categories of Verpact, Fost Plus and LUCID.

Frequently asked questions
I only sell in the Netherlands. Do I need this?
Under 50,000 kg of packaging per year and no single-use plastic packaging? Then you don't pay the waste management contribution. You must still be able to prove the weight and materials of your packaging. Packquota keeps track of it for you, so you always have it at hand.
What is an authorised representative?
Do you sell directly to customers in another EU country? Under the PPWR you must appoint a representative there who takes over your packaging obligations in that country. In Germany this has been mandatory since 12 August 2026, and the contract must be in German.
Does Packquota file the declaration for me?
We prepare the declaration per country, with the kilos per material and the supporting data. You check it and submit it to Verpact, Fost Plus or LUCID. That way you stay in control.
